India Office, November 14, 1911. I AM directed by the Secretary of State for India in Council to acknowledge the receipt of Sir Francis Campbell's letter of the 31st October regarding the claim of Messrs. Petigura, of Foochow, to compensation in respect of losses attributed by them to the imposition of improper restrictious on the trade in opium.

In reply, I am to say that the Marquess of Crewe feels some doubt whether the considerations put forward in Sir J. Jordan's despatch No. 393 of the 9th October altogether dispose of Messrs. Petigura's contentions, but that he agrees that, in view of the further facts now reported, the claim is in any case not one that can be strongly pressed by His Majesty's Government. As representations on the subject have already been made once without success to the Chinese Government (as reported in Sir J. Jordan's telegram No. 178 of the 20th August), he would be satisfied to leave it to Sir J. Jordan to decide finally whether Messrs. Petigura can make out any case on which further representations can be made on their behalf.
